of April 22, 2026
on the introduction of the Rules of library's materials circulation in the library and information system of the University of Wrocław
Based on art. 23 items 1 and 2 of the Act of 20 July 2018 - The Law on Higher Education and Science (Journal of Laws of 2024, item 1571, as amended), in connection with the Act of 27 June 1997 on libraries (Journal of Laws of 2022, item 2393), the following is hereby ordered:
§ 1.The Rules of library's materials circulation in the library and information system of the University of Wrocław are hereby introduced, which constitute an Appendix to this rules, hereinafter referred to as the SBI Rules.
§ 2. The Vice-Rector for Scientific Research is responsible for supervising the implementation of this order.
§ 3. Order No. 135/2021 of the Rector of the University of Wrocław of September 15, 2021, on the introduction of the Rules of Collection Circulation in the Wroclaw University Library, shall cease to apply.
§ 4. The order comes into force on the date of its signing.

CHAPTER I
General provisions
§ 1. The terms used in the Rules mean:
1) deactivation of the library account - temporary deactivation of the library account;
2) library card - a personal identification document for a library user, entitling them to use library services within the scope specified in the SBI Rules, issued by the library in the form of a WUL's library card or a departmental library's card;
3) WUL's library card – a type of library card issued by the Wroclaw University Library, which, depending on the user's permissions, can be:
a) library card for on-site use - a type of library card that entitles the user to use library materials only on site, in particular in reading rooms and other circulation spaces, without the right to borrow collections outside the library,
b) library card entitling for borrowing - a type of library card entitling the user to use library materials on site and to borrow collections outside the library, under the terms and conditions specified in the SBI Rules;
4) departmental library card - a type of library card issued by a given departmental library, entitling the user to use the resources and services of a specific departmental library or a separate part thereof, within the scope and under the terms specified in the library's Rules or in special provisions;
5) library account - a collection of data identifying library users in the library system and a record of their activities (orders, loans, and financial obligations), enabling the use of library services within the scope specified in the SBI Rules;
6) termination of a library account - permanent removal of user data from the library system, resulting in termination of the library's processing of the user's personal data, subjected to applicable legal provisions;
7) loan limit - determines the maximum number of library materials that a user can have on loan at one time;
8) order limit - determines the maximum number of library materials that a user can simultaneously order or reserve in the library system;
9) library materials - all documents and information carriers (regardless of the form of recording, type of carrier and access method) collected, cataloged and circulated by the library, which are the property of the library or are in its possession on another legal basis, constituting library collections, which include:
a) library collections,
b) electronic resources;
10) library and information system of the University of Wrocław, hereinafter referred to as SBI – consists of the Wroclaw University Library and departmental libraries. It operates under common regulations regarding the use of library materials and services, based on a single electronic library system;
11) library account validity period - the period of time for which an account has been activated, based on user status or other criteria determined by the library, after which the account expires, preventing further use of library services until it is renewed;
12) employees' loans - circulating library materials on-site to library employees for the performance of official tasks, in particular those related to cataloging, digitization, conservation or other substantive work, carried out within one library and its departments;
13) electronic resources - library materials available in digital form, made available via library IT systems, locally or remotely, which include:
a) licensed electronic resources - electronic materials made available to library users on the basis of license agreements, subscriptions or other agreements with suppliers specifying the terms and scope of use,
b) unlicensed electronic resources - electronic materials made available without restrictions resulting from license agreements, including library's own materials, open resources and content available under applicable law;
14) library collections - all library materials in analog form, stored and circulated in accordance with the principles set out in the SBI Rules, which include:
a) general collections - part of library materials intended for general use, including in particular books, periodicals and other publications circulated on general terms,
b) special collections - a part of library materials that is distinctive due to its form, age, scientific, historical or artistic value, requiring special storage and access conditions.
§ 2. Rules for using the library and information system of the University of Wrocław
1. The Rules define the regulations for the use of library materials (including special collections) and services of all libraries of the library and information system of the University of Wrocław (hereinafter: SBI), including the Wroclaw University Library (WUL) and departmental libraries.
2. Use of SBI's library materials is free of charge; however, users are required to pay fees for other services specified in the price lists of individual libraries. The University Library's price lists are approved by the WUL's Director, while the price lists of departmental libraries are approved by the dean or head of the extra-faculty unit within which the departmental library is located.
3. The user can settle the outstanding receivables using the following payment methods:
1) cash – in the WUL and in the Library of the Institute of Polish Philology;
2) payment card - in the WUL;
3) BLIK – in the WUL;
4) online payments (via the electronic payment module) - this option only applies to the payment of fees for late return of library materials;
5) traditional transfer to the WUL's bank account.
4. Library materials are circulated in:
1) locally in individual SBI's library departments;
2) via loans outside the library by individual users;
3) via interlibrary loan;
4) by lending for exhibitions;
5) via a computer network in the case of electronic resources.
5. The rules for using electronic resources are regulated by licenses and internal regulations of the University of Wrocław.
6. SBI operates on the basis of one electronic library system.
7. Detailed rules for circulating library materials are specified in:
1) Rules of Collection Circulation in the Wroclaw
University Library (Rules of Collection Circulation in the WUL), constituting
Appendix No. 1 to the SBI Rules;
2) Model rules for library materials circulation in departmental libraries of the library and information system of the University of Wrocław, constituting Appendix No. 2 to the SBI Rules. The rules of a departmental library are subject to approval by the dean or head of the extra-faculty unit within which the library operates, after prior consultation with the Director of the University Library. The Rules of the Austrian Library in Wroclaw are approved by the WUL's Director.
8. Users use library materials in accordance with their privligies specified in Documents authorizing the use of SBI services and limits on orders and loans of library materials for specific user groups, constituting Appendix No. 3 to the SBI Rules.
In justified cases, the University Library Director has the right to grant, change or extend user privligies regarding the use of library materials, including limits on orders, loans and their duration.
9. The processing of personal data in connection with the use of SBI services is carried out in accordance with the Privacy Policy available on the website of the University Library.
CHAPTER II
User permissions and registration
§ 3. User categories and registration
1. To use SBI services are entitled following:
1) UoW employees, PhD students, students, postgraduate students, retirees, students of the UoW's University of the Third Age;
2) employees, PhD students, students and postgraduate students of public institutions of higher education in Wroclaw based on the agreement between Wroclaw's universities. The list of Wroclaw's institutions of higher education participating in the agreement of Wroclaw universities is constituting
Appendix No. 4 to the SBI Rules;
3) academic staff or librarians of state research institutions and cultural centers in Wroclaw. The list of state research institutions and cultural centers in Wroclaw whose academic staff and librarians are authorized to use the services of the Wroclaw University Library is constituting Appendix No. 5 to the SBI Rules;
4) persons who are not Polish citizens, temporarily coming to the University of Wrocław for research or teaching purposes on the basis of appropriate contracts or agreements (including interns and scholarship holders);
5) students and PhD students who complete part of their study or training program at the University of Wrocław as part of an international exchange;
6) other adults:
a) after paying the fee for issuing a library card in accordance with the applicable price lists of individual SBI libraries or
b) upon presentation of an ID document, without the need to activate a library account - only in departmental libraries, as part of the on-site circulation of library materials;
7) minors from 16 years of age – on the basis of written consent of the legal guardian prepared according to the template specified in Appendix No. 6 to the SBI Rules after paying the fee for issuing a library card in accordance with the current price lists of individual SBI libraries;
8) domestic and foreign libraries – as part of interlibrary loans;
9) institutions organizing exhibitions, based on the consent of the head of the unit.
2. To use SBI services entitles:
1) in the case of users referred to in item 1, points 1-7: a valid library account and an appropriate document (student's ID, PhD student's ID, employee's ID, library card, UoW employee's card);
2) in the case of users referred to in item 1, point 8: a valid library account;
3) in the case of users referred to in item 1, point 9: a lending agreement.
3. When registering to the Library, the user is required to provide an email address and accept the Rules of library's materials circulation in the library and information system of the University of Wrocław and the Privacy policy for library services in the library and information system of the University of Wrocław.
4. The user acquires the right to use SBI services once his or her personal data is confirmed and the account is activated by an SBI employee.
5. The user has only one account in the electronic library system, excluding users referred to in item 1, point 6, letter b.
6. Details regarding the documents entitling to use SBI services, as well as the account validity period, are specified in Appendix No. 3 to the SBI Rules.
7. In the case of UoW retirees, obtaining the right to use SBI services is based on a declaration, the template of which is specified in Appendix No. 7 to the SBI Rules.
8. All libraries belonging to SBI are obliged to respect:
1) student's ID, PhD student's ID, employee's ID or UoW employee's card;
2) WUL's library cards, including cards entitling to borrowing and cards for only reading rooms.
9. Departmental libraries cards issued by departmental libraries entitle the user to use the services only in a specific departmental library.
10. Deactivation of the library account occurs in the event of:
1) loss of status as a student, PhD student, postgraduate student, or student of the University of the UoW's University of the Third Age;
2) termination of employment at the University of Wrocław;
3) decision of the WUL's Director in the event of persistent violation of the SBI Rules or the Rules of Collection Circulation in the Wroclaw University Library by the user;
4) decision of the WUL's Director or director of a departmental library in the event of persistent violation of the SBI Rules or the rules of collection circulation of a specific departmental library by a user;
5) in other cases after the expiration date of the library account - in accordance with Appendix No. 3 to the SBI Rules.
11. Account deactivation is a temporary exclusion of the library account from the possibility of using library services.
12. A user's library account is terminated upon notification, in any form, of the user's intention to end usage of the services, no later than 150 days from the date of submission of the declaration or deactivation of the account, unless there are grounds for further processing of personal data arising from legal provisions or the need to establish, pursue, or defend claims, or for statistical and archiving purposes. The condition for termination is the settlement of all liabilities to the SBI libraries. Confirmation of termination is indicated by the WUL's Local Lending Department in one of the following forms:
1) on the obligatory card – in the case of students of universities other than the University of Wrocław;
2) on a circulation card issued by the relevant unit or institution – in the case of employees of the University of Wrocław and employees of other institutions;
3) by e-mail - to each user.
13. For UoW students or PhD students who will complete their studies starting from the academic year 2025/2026, to confirm the settlement of liabilities to SBI libraries in the University Study Management System (so-called e-clearance), the student or PhD students must submit a request, in any form, to settle their liabilities in the WUL's Local Lending Department. The condition for settlement is the settlement of all liabilities in SBI libraries. Account termination occurs after the period specified in item 12, from the date of account deactivation.
§ 4. Usage of library cards
1. Documents without a photo entitling to use the services should be presented to the librarian along with a valid ID document.
2. Loss of a document authorizing the use of services should be immediately reported to the WUL's Local Lending Department or to a librarian in a departmental library in order to deactivate the account.
3. The account owner is liable for any damage resulting from failure to immediately report the loss of a document authorizing the use of services.
4. If a library card is lost, a new card is issued at the user's request. The request should be submitted to the library that issued the lost card. Fees for issuing documents entitling users to use services are specified in the price lists of individual libraries.
CHAPTER III
Circulation of the library materials and using services
§ 5. General rules for circulating library materials
1. The librarian checks the validity of the library account and the condition of library materials each time they are circulated, borrowed or returned.
2. The condition for using library materials is to have a valid library account with no overdue library materials or unpaid fees.
3. In the event of arrears referred to in item 2, library materials will not be circulated or loaned.
4. Library materials that have microfilm or digital copies are available only in copy form. Originals may be issued only in justified cases, with the consent of the WUL's Director or the manager of the relevant WUL's special collections department, or the manager of a departmental library in the case of library materials from a departmental library.
5. Orders for library materials can be placed online or on a traditional order slip.
6. Online access to SBI services is provided through an electronic module that serves as a public search interface and allows users to view information about library materials (both printed and electronic) that are available in the SBI. Access to the full content is available through other programs and systems.
7. Having an active account, users can:
1) order (reserve) electronically cataloged library materials;
2) prolong by themselves the return deadline for borrowed materials;
3) view account status, including loans, orders, and fees.
8. Users receive system-generated notifications via e-mail about:
1) fulfilling of orders;
1) the approaching return date of borrowed library materials;
2) cancellation of orders;
3) retaining an item after the return deadline has passed;
4) library account satus.
Notifications are for informational purposes only and do not affect the return deadline, charging fees or other obligations of the user towards the Library.
9. Every lending of library materials beyond the library is recorded in the electronic library system.
10. Users without a library account in the electronic library system may only access library materials from departmental libraries locally, upon presentation of an ID document. Each access to library materials is recorded for statistical purposes.
§ 6. Circulating library materials locally
1. The rules for using reading rooms, including issues related to leaving coats and bags, entries in the visitor's book, maintaining silence, consuming food and drinks, etc., are determined individually by each library in the SBI system.
2. Carrying out library materials that were circulated only locally outside the reading rooms is prohibited.
3. The rules for using the WUL's special collections are specified in the Rules of Collection Circulation in the Wroclaw University Library (Appendix No. 1 to the SBI Rules).
§ 7. Free Access
1. Users can independently use the book collections in designated free access areas.
2. Library materials taken out from the shelves should be returned to the designated place or handed over to the librarian.
§ 8. Borrowing materials outside the library by individual users
1. The following library materials are not lent outside the library:
1) special collections;
2) books published up to 1950 inclusive;
3) encyclopedic publications, dictionaries, bibliographic publications and other information sources
(except for short-term loans for educational purposes);
4) rare publication;
5) periodicals;
6) materials in bad condition;
7) publications obtained through interlibrary loans;
8) items of a museum status (so-called cimelia);
9) items marked with information that they can only be circulated locally.
SBI libraries may extend the above list with additional library materials not subject to lending.
2. The condition for lending is to place an electronic order for a specific library material or to fill a traditional paper order slip (in the case of materials not cataloged electronically).
3. Borrowed library materials must be returned to the library from which they were borrowed.
4. Order and lending limits are included in Appendix No. 3 to the SBI Rules. (Documents authorizing the use of SBI services and limits on orders and loans of library materials for specific user groups).
5. In justified cases, libraries may lend books for a shorter or longer period of time or request their return before the deadlines specified in Appendix No. 3 to the SBI Rules.
The change of the deadline may be decided by the manager of the Circulation Department or WUL's Directors (in the case of library materials from the Wroclaw University Library) or the manager of the departmental library (in the case of library materials from the departmental library).
§ 9. Interlibrary loans
1. Domestic interlibrary loans are carried out by the WUL's Circulation Department's Interlibrary Lending Department and by departmental libraries.
2. International interlibrary loans are carried out by the WUL's Circulation Department's Interlibrary Lending Department.
3. The WUL's Interlibrary Lending Department provides library materials for all employees, PhD students and students of the University of Wrocław, while departmental libraries provide library materials for employees, PhD students and students of the organisational unit in which they are located.
4. Interlibrary loans do not include library materials listed in § 8 item 1. Individual SBI libraries may extend the above list to include other types of materials.
5. SBI Libraries reserve the right to make the final decision on the type and number of interlibrary loans each time.6. Domestic orders are processed free of charge, while foreign orders are processed for a fee – in accordance with the WUL's Price List.
7. Detailed rules for interlibrary loans are regulated by the Rules for SBI UoW's Interlibrary Lending, approved by the WUL's Director and available on the Wroclaw University Library website.
§ 10. Lending library materials for domestic and foreign exhibitions
1. Library materials can be borrowed for exhibitions organized by domestic and foreign scientific and cultural institutions.
2. The duration of the loan is determined individually, depending on the nature of the exhibition and the object being loaned.
3. The loan of library materials for an exhibition requires consent of:
1) the WUL's Director in the event that the materials are to be lent from the Wrocław University Library;
2) the relevant dean or manager of an extra-faculty unit, if the materials are to be borrowed from a departmental library.
4. Library materials in bad condition are not lent.
5. Libraries reserve the right to refuse the lending of library materials that are particularly valuable or subjected to special protection.
6. An order for the loan of library materials, especially for foreign exhibitions, should be placed well in advance – at least 6 months before the planned opening date of the exhibition – in order to enable:
1) assessment of the state of preservation of library materials;
2) carrying out the necessary conservation works;
3) conducting valuation;
4) obtaining permission from the Centre for the Protection of Cultural Property of the National Library to export objects abroad (in accordance with applicable legal acts) issued at the request of the UoW's;
5) preparation of the handover protocol.
7. The condition of the loan is insuring library materials, in accordance with a valuation provided by the Wroclaw University Library. Insurance costs are the responsibility of the institution borrowing the library materials.
8. The basis for lending is the following documents:
1) loan agreement;
2) pass-and-receive protocol signed by the representatives of both parties;
3) insurance policy;
4) authorization of the borrowing institution for the person collecting items.
9. The institution that borrows library materials is obliged to:
1) ensure safe conditions for transportation and exposition of borrowed items;
2) arranging of customs formalities related to borrowing of items;
3) incurring the costs of borrowing, customs and transport.
10. Detailed lending conditions are specified in an agreement concluded between the University of Wrocław, represented by the WUL's Director, the Dean or the manager of an extra-faculty unit, depending on the collections from which the given library materials will be lent, and the entity borrowing the library materials.
§ 11. Powers of attorney
1. The user may appoint a proxy to borrow and prolong books on they behalf.
2. The authorized representative submits a power of attorney in accordance with the template specified in Appendix No. 8 to the SBI Rules, with a signature certified by a notary or made in the presence of a library employee.
3. The lending and prolonging deadlines for books by the Proxy is carried out solely on the basis of a power of attorney, a scan of which is available in the electronic library system.
4. When extending the validity period of a library account, power of attorney must be presented.
CHAPTER IV
Usage of computer workstations and databases
§ 12. Computer workstations
1. Computer workstations located in SBI libraries are available to users solely for educational, scientific and research purposes, in particular for the use of electronic resources, conducting training courses and workshops.
2. For usage of computer workstations are entiteld users with a valid document authorizing them to use SBI services and who have no outstanding payments on their library account, and in the case of users from outside the University of Wrocław – having additional consent of the librarian.
3. The use of licensed electronic resources available via computer workstations must be performed in accordance with the license provisions.
4. Using the computer workstations located in SBI libraries is tantamount to reading and accepting the rules for using SBI computer workstations and electronic resources, available on the Library's website.
CHAPTER V
Additional and reprographic services
§ 13. Additional and reprographic services
1. SBI libraries may provide additional services for a fee, including: queries, training, teaching activities, displays of collection, exhibitions, room rental, reprographic and digitization services in accordance with their own price lists.
2. The processing of personal data in connection with the provision of these services is described in the Privacy Policy available on the WUL's website.
3. Copying of library materials (including making digital copies) is carried out in accordance with the provisions on copyright and related rights, the terms of the applicable licenses and taking into account the state of preservation of these materials.
CHAPTER VI
Liability and sanctions
§ 14. User liability and sanctions
1. Users are required to update their personal and contact information. This information can be updated at any SBI library.
2. Borrowing library materials is tantamount to the user accepting liability for the borrowed library materials and the obligation to return them within the specified time.
3. Users are obliged to respect the library materials, information workshop, equipment and facilities of SBI libraries and are financially responsible for any damage caused by their fault.
4. After borrowing or returning library materials, the user should check the status of their account and, in case of any doubts, report any comments to the WUL's Collections Circulation Department or to a departmental library within 5 working days.
5. In order to avoid liability for any previously existing damage, the user is obligated to immediately report any noticed defects (highlighting, annotations, mechanical damage, etc.) to the librarian. The user is financially responsible for any damage not revealed at the time of receipt of library materials but discovered upon their return.
6. Failure to properly handle library materials or equipment may result in the loss of the right to use SBI library services.
7. In case of loss or destruction of library materials applies Instructions for Valuation of Lost/Damaged Library Materials for libraries of the library and information system, approved by the WUL's Director and available on the WUL's website.
8. Late return of library materials will result in a penalty of 0.40 PLN for each day of delay after the designated return date (fees are not charged for days when SBI libraries are closed to users). The penalty is charged for each unreturned item.
9. Failure to meet the deadlines for returning borrowed library materials specified in Appendix No. 3 to the SBI Rules or failure to pay the due fees will result in the detention of ordered library materials until the liabilities to all SBI libraries are settled.
10. If the user fails to return the borrowed library materials on time, following are sent sequentially:
1) electronic reminder to the e-mail address listed in the user's account;
2) traditional reminder (registered letter);
3) pre-court summons (registered letter with return receipt requested) to settle liabilities towards SBI libraries.
The costs of sending notifications by traditional mail are borne entirely by the user in accordance with the WUL's Price List of fees and services.
11. Persistent violations of the SBI Rules and the rules constituting its Appendices, as well as failure to meet the deadlines for returning library materials, may result in the initiation of disciplinary proceedings, debt collection measures, legal action, or registration with economic information offices. Furthermore, it may result in the restriction or revocation of the right to use SBI services.

Final provisions
§ 15. Final provisions
1. Comments and complaints regarding the circulation of library materials can be submitted to librarians, department managers or the WUL Directors.

Appendix No. 1 - Declaration of a user of special collections of the Wroclaw University Library
CHAPTER I
GENERAL RULES
§ 1. Library materials are circulated:
1. Library materials of the Wroclaw University Library (hereinafter referred to as the WUL) are circulated in accordance with the provisions of the Rules of library's materials circulation in the library and information system of the University of Wrocław (hereinafter referred to as the SBI Rules), these Rules of Collection Circulation in the Wroclaw University Library, hereinafter referred to as the WUL's Rules of Collection Circulation, and pursuant to the WUL's internal regulations.
2. WUL's library materials are circulated:
1) in the reading rooms;
2) in the Free Access areas;
3) in the individual work cabins and group work rooms;
4) by lending them outside the Library to the individual users;
5) by interlibrary loans;
6) by employees' loans;
7) by lending them to exhibitions;
8) via computer network in case of electronic collections.
3. WUL's library materials may be used by the persons and institutions listed in the SBI Rules.
4. The rules for using the WUL's services are consistent with the SBI Rules, in particular regarding order and loan limits, types of documents entitling to use the services and the rules for their use.
CHAPTER II
CIRCULATING COLLECTIONS LOCALLY
§ 2. General rules for circulating collections locally
1. To the usage of WUL's general collections locally are entitled persons and institutions listed in § 3 of the SBI Rules.
2. The rules for using special collections are regulated by § 5.
3. The user places an order:
1) online - for library materials available in a computer catalog or in digitized catalogs;
2) on traditional order slip - for materials not accessible through electronic catalog. Traditional order slip is only for ordering materials not cataloged electronically. Order slip should be filled in, legibly and clearly, with a pen or pencil.
4. Library materials from the reading rooms' reference collections and Free Access areas are not subjected for ordering.
5. The following rules apply to users using library materials locally:
1) legibly signing in the visitor's book in the reading rooms and presenting to the librarian a valid document authorizing the use of library materials.
Note: in the Silesian Reading Room and in the Special Collections' Reading Room, signing the order slip is required when issuing library materials (regardless of the ordering method);
2) maintaining silence in marked zones, silencing phones, detering from bringing and consuming food and drinks (except water in sealed bottles), as well as smoking tobacco products, including e-cigarettes.
Note: it is strictly forbidden to bring food and drinks, including water, to the Special Collections' Reading Room;
3) obtaining permission from a librarian to independently copy library materials – both using your own equipment and at self-service stations.
6. In the reading rooms, users may use library materials ordered from the Storage Department and collections from WUL's departments, as well as library materials located in the reference collections. Taking these materials outside the reading rooms is prohibited.
7. In the reading rooms, users can also use library materials from the Free Access areas, library materials borrowed from the Local Lending Department and their own materials.
8. TUsing library materials in individual work cabins and group work rooms is carried out in accordance with internal regulations available on the WUL's website.
9. Upon completion of the work user is obliged to give to the librarian all library materials provided presenting a valid document authorizing the use of library materials.
10. Materials sent to the reading rooms from closed storages can be reserved on user's request. Materials not used during three days are sent back to the storages.
1. In the Main Reading Room are circulated collections:
1) from WUL's general storage;
2) from Free Access areas;
3) from Main Reading Room reference collection;
4) selected current periodicals;
5) from reference collection of WUL's general departments;
6) brought from other libraries as part of interlibrary loans.
2. Reference collection of the Main Reading Room is available in the free access.
3. In the area of the Main Reading Room, users have individual work cabins at their disposal, which are made available in accordance with the WUL's internal regulations.
4. Some of the library materials circulated in the Main Reading Room are historical in nature. They should be handled with particular care to preserve their condition. These materials are available at designated desks.
§ 4. Silesian Collection Reading Room
1. In the Silesian Collection Reading Room are circulated materials:
1) from Silesia-Laustiz collection storage;
2) from Free Access areas;
3) from reference collection of the Silesian Collection Reading Room;
4) selected current periodicals.
3. Silesia-Laustiz collection circulated in the Silesian Collection Reading Room are mostly historical in nature. They should be handled with particular care to preserve their condition.
§ 5. Special Collections' Reading Room
1. In the Special Collections' Reading Room are circulated:
1) special collections (originals and copies) form Manuscripts Department, Old Prints Department, Graphic Collection Department, Map Department, Music Collection Department;
2) general collections: from reference collections and specialized departments of special collections, reference collection of the Special Collections' Reading Room and library materials from the Free Access areas.
2. To use special collections locally are entitled:
1) academic teachers with at least a doctoral degree;
2) students, PhD students – with the supervisor's recommendation;
3) persons performing work on behalf of scientific or cultural institutions – with the recommendation of the delegating institution;
4) in justified cases users may use special collections with the consent of the director or manager of individual special collections departments.
3. All users of special collections are obliged to complete the Declaration of a user of special collections, constituting Appendix No. 1 to the WUL's Rules of Collection Circulation.
4. The Declaration and recommendation are valid for 12 months.
5. Access to special collections is strictly supervised by librarians. Users are required to follow all instructions and guidelines regarding the use and safety of the collections. Any damage noticed should be reported to a librarian immediately.
6. Detailed regulations and rules for access to special collections are available on the WUL's website.
7. In the event of a direct threat to the collections, the librarian is obliged to immediately call the security staff and notify the WUL's Director.
1. In the Informatory are circulated:
1) electronic resources (licensed and unlicensed);
2) Internet sources;
3) library materials from Free Access areas.
2. Computer workstations located in the Informatory are available to users solely for educational, scientific and research purposes, in particular for the use of electronic resources, conducting training courses and workshops.
3. For usage of computer workstations are entiteld users with a valid document authorizing them to use SBI services and who have no outstanding payments on their library account, and in the case of users from outside the University of Wrocław – having additional consent of the librarian.
4. Using the computer workstations located in the Informatory is tantamount to reading and accepting the rules for using WUL's computer workstations and electronic resources, available on the Library's website.
1. The Austrian Library in Wrocław is a specialist library directly subordinated to the Director of the Wroclaw University Library.
2. The rules of using the collections and services of the Austrian Library are specified in the Rules of the Austrian Library available on the WUL's website.
CHAPTER III
FREE ACCESS
§ 8. Rules for using Free Access areas
1. In the Free Access areas are available selected books, sorted in the accordance to the Classification of the Library of Congress, published in the last 10 years and earlier publications, constituting the canon for individual scientific disciplines.
2. In the Free Access areas users have at their disposal workstations, individual work cabins and group work rooms.
3. The rules of usage of the Free Access areas, individual work cabins and group work rooms are specified in WUL's detailed internal regulations, available on the Library's website.
CHAPTER IV
LOANS OUTSIDE THE WUL
§ 9. General provisions
1. Loans outside the WUL are made in accordance with the SBI Regulations.
2. The following library materials are not lent outside the Wroclaw University Library, except for exhibitions::
1) special collections;
2) books published up to 1950 inclusive;
3) publications from Silesian-Lusatian Collection;
4) encyclopedic publications, dictionaries, bibliographic publications and other information sources;
5) are publication, items hard to acquire, books with large number of charts, maps, graphics;
6) newspapers and periodicals;
7) materials in bad condition;
8) materials from reference collections of reading rooms and departments;
9) publications obtained through interlibrary loans;
10) items with stamp "udostępnia się na miejscu";
11) cimelia.
3. In justified cases, library materials listed in item 2, points 2-4 and 8-10 may be borrowed with the consent of the WUL's directors or the manager of the Circulation Department.
§ 10. Fulfilling orders
1. Borrowing library materials outside the WUL is fulfilled:
1) in the Local Lending Department – upon presentation of a document authorizing the use of SBI services;
2) to do book pick-up machine;
3) on self-service stations in Free Access areas.
2. Books not collected for four working days after placing order by the user are send back to the storage.
3. Borrowed library materials can be returned:
1) in the Local Lending Department;
2) through the library drop box;
3) on self-service stations in Free Access areas.
CHAPTER V
EMPLOYEES' LOANS
§ 11. Employees' loans
1. Employees' loans are subject to the regulations contained in the WUL's internal regulations. Detailed rules, including loan terms, procedures for reference and special collections, as well as exceptions and special procedures, are determined by the WUL's Director.
2. Managers of individual departments have the possibility to adapt the way library materials from reference collections and periodicals are circulated, taking into account the needs of users and the specificity of the projects being implemented.
CHAPTER VI
USER LIABILITY AND SANCTIONS
§ 12. User liability
1. The user is obliged to immediately notify the WUL's Local Lending Department or another SBI library about any change in personal and contact details.
2. Borrowing library materials is tantamount to the user accepting liability for the borrowed library materials and the obligation to return them within the specified time.
3. In case of loss or destruction of library materials applies Instructions for Valuation of Lost/Damaged Library Materials in accordance with the SBI Rules.
§ 13. Sanctions
1. Late return of library materials will result in a penalty of 0.40 PLN for each day of delay after the designated return date (fees are not charged for days when SBI libraries are closed to users). The penalty is charged for each unreturned item.
2. Violation of this WUL's Rules of Collection Circulation and the SBI Rules may result in limitation or denial of the right to use the WUL's services.
3. The Library's Director may deny the right to stay on the Library premises and use of library materials to persons who pose a threat to public safety and order and who violate generally accepted norms of social coexistence.
CHAPTER VII
FINAL PROVISIONS
§ 14. Comments and complaints regarding the circulation of library materials can be submitted to librarians from circulation departments offices, managers of departments and the WUL's directors.
